Personally I think its a good draw card and seems well balanced

It may seem like a good card but personally, it is ridiculously overpowered. Even though both players draw 3, the person using it gets +2.
This card will allow OTKs like crazy. The player using it has a lot more plays to do, but many people do not use hand traps. So the person who didn't play the card, doesn't have much to do against it.

Even lolnami wouldn't release something as broken as that.

They could also play cards that benefits them more than the opponents (appropriate, greed) so they end up getting more pluses than their opponents and their opponents get the bad side effects.
